On-Duty staff members should be considered outside RP rules, and therefore hits are not allowed to be placed on them - meaning if a hitman recieves a request on an On-Duty, they should decline - the only exception being a hitman getting a hit on staff, who then switches to On-Duty, at which point the hitman should communicate and let them know the full situation, that it wasn't just recieved. On-Duty shouldn't have to worry about being sniped while they patrol, since they have a job that is outside of RP parameters.
